Request for views – options to strengthen community representation in Bath

FoBRA discussed the Governance of Bath at the last FoBRA meeting on 10th July.

The Council is discussing how to try to address the democratic deficit in Bath (Radstock and Keynsham having Town Councils with the powers of a parish, but Bath having nothing).  He said he had therefore created a cross-party working group to look at options, including various forms of parishing and of committees of Bath Councillors, with some financial powers (Community Infrastructure Levy (CIL) could be one source, and could be increased, with this formula), and possibly inclusion of representatives from residents’ groups. FoBRA has now been sent an email on this for comment (see below). Would you please send me your opinion on this by Monday 18th August, with a view to my submitting something by the deadline?

Three options are being considered:

 A.   No Change

B.   A “Voice for Bath” committee  (to include co-opted stakeholders as well as B&NES elected members)

 C.   The parishing of Bath – either as a single parish for the City or multiple parishes for different parts of the City.  This would require a Community Governance Review

BHRA are responding to FoBRA through our representative, Colin Clark,  if you would like to let us know how you feel please contact Colin at cc@17vhr.freeserve.co.uk by the 17th August.

Alternatively here is the original email from B&NES to FoBRA – you can respond direct to Mark Hayward at B&NES

Options to strengthen community representation and civic governance in Bath – A cross-party member working group has been meeting since May 2014 to consider options to strengthen community representation and civic governance within Bath.

Why are we asking for your views?  As part of the process of preparing a report to Council for its meeting on 11 September 2014, the group has agreed to request comments on this interim report, which reflects its work so far.

The interim report considers three options. These are:

A.   No Change

B.   A “Voice for Bath” committee  (to include co-opted stakeholders as well as B&NES elected members)

C.   The parishing of Bath – either as a single parish for the City or multiple parishes for different parts of the City.  This would require a Community Governance Review

Comments received will be considered in preparing the final report and will also be reported to the Council meeting on 11th September 2014.
